\usepackage{amsmath}
and in the text write
$\underset{under\ the\ arrow}{\Rightarrow}$
$\overset{over\ the\ arrow}{\Rightarrow}$
$\overset{over\ the\ arrow\ and}{\underset{under\ the\ arrow}{\Longrightarrow}}$
There are several other commands in the package amsmath for text over/under arrows:
\xrightarrow{text over this arrow}
\xleftarrow{text over this arrow} same as xrightarrow
