arydshln you can create dashed horizontal and vertical lines.
The package may be part of your local tex installation, otherwise download it from CTAN.
If you want to have all lines dashed for all tables in the whole document, write in latex preamble:
\usepackage{arydshln}
You can define single dashed lines for every tabular like the following one:
